In Bangui there isn't such a thing as a 'cheap' hotel or lodge, but if you don't mind staying at a camp site, near the center of the African quarter (in the K Cinq intersection) you'll find one. The bad part is that's a rough area of the city, so don't walk around on yourself... it might get dangerous (robberies!)
